Susan Frank Announces Retirement from Cinnaire

Susan Frank, Executive Vice President of Agency Lending, has announced her retirement from Cinnaire as of Oct. 31, 2025. Susan joined Cinnaire in 2013 to lead business development in the MidAtlantic region and later expanded her role to oversee business development across the organization’s entire footprint. In recent years, Susan led the implementation of Cinnaire’s ownership position in CPC Mortgage Company, helping build the organization’s platform and capacity for success in Agency lending.

Susan’s career in affordable housing spans more than 25 years across the public, private, and nonprofit sectors. Early in her career, she served as Chief Legislative Advisor to then-Congressman Tom Carper, a member of the House Banking Committee and Housing Subcommittee. There, she was responsible for leading all of his affordable housing legislative initiatives. Following her time in Congress, she was appointed Executive Director of the Delaware State Housing Authority (DSHA), overseeing the state’s Housing Finance Agency, Public Housing Authority, and Community Development efforts. During her tenure there, she led the effort to elevate DSHA to Cabinet status—solidifying the agency’s leadership role in affordable housing both in Delaware and nationally. She also worked at Fannie Mae for 12 years, where she focused on community lending and affordable multifamily housing.
