Rick Snyder brought a fix to Medicaid funding to table. The House Republicans are working on a plan that raises $600 million in new revenue for the roads and coupling that with $600 million in existing General Fund spending. So what does a change in something called the Health Insurance Claims Assessment have to do with it?
