On Feb. 15, the White House announced new actions across agencies to promote clean manufacturing and reduce emissions, including low-carbon production of steel and aluminum for electric vehicles, wind turbines, solar panels, and clean concrete. Through these actions, the administration is aiming to strengthen the industrial base, revitalize local economies, lower prices for consumers, and boost American competitiveness in global markets.

The proposed actions include:

  • The Department of Energy will launch clean hydrogen initiatives of the Bipartisan Infrastructure Law;
  • The Council on Environmental Quality and White House Office of Domestic Climate Policy are establishing the Buy Clean Task Force to promote low-carbon materials made in American factories by federal contractors;
  • Promoting carbon-based trade policies to reward American manufacturers of clean steel and aluminum;
  • The Council on Environmental Quality will issue new guidance regarding responsible deployment of Carbon Capture, Utilization, and Sequestration (CCUS);
  • The Department of Energy will establish the Industrial Technology Innovation Advisory Committee (ITIAC) to bring together a diverse group of stakeholders to work on a comprehensive strategy to lower the carbon footprint of the industrial base.

NSBA supports efforts to support clean manufacturing and reduce industrial emissions, but strongly encourages all policymakers to seek input from small businesses throughout the process. Oftentimes, large businesses are far more able to spread cost across a vast budget in order to make certain manufacturing changes that a small business simply can’t sustain in the same timeframe.
