­­Clinton County and Frontier Have Been Awarded a ROBIN Grant

to Expand Fiber Broadband Service to 3,297 Locations Across Clinton County 

St. Johns, Mich. – The State of Michigan, as part of the Realizing Opportunities with Broadband Infrastructure Networks (ROBIN) grant program, has selected the joint application of Frontier and Clinton County for a fiber expansion project within the County in the amount of $14,975,732.31. The Clinton County Board of Commissioners selected Frontier as the vendor for a public-private partnership in January of 2023 to pursue State ROBIN grant funding. The County’s Broadband Infrastructure Development Project will provide fiber-to-the-home broadband service to 3,297 households in grant eligible locations in Clinton County along with additional locations not eligible under the grant. 

“Expanding broadband internet access to unserved areas of the County was the identified priority of the Board of Commissioners.” Said Bob Showers, Chair of the Board of Commissioners.  “The need for reliable, high-speed internet service is essential for business opportunity and educational access in the 21st century economy and Clinton County is pleased to have partnered with Frontier to expand their network to provide this essential service in Clinton County.”  

Based on the competitive proposal submitted by Frontier, broadband services would be expanded in three service areas; Central (including Riley and Olive Townships); East (including Ovid, Victor and portions of Bath Township) and West (including Lebanon, Essex, Greenbush, Duplain, Dallas, Bengal and portions of Westphalia and Eagle Townships).  

“We’re proud to partner with Clinton County to build the critical digital infrastructure that will connect their residents today and well into the future,” said Veronica Bloodworth, Frontier’s Chief Network Officer. “The grant funding we were awarded is another step in Building Gigabit America and will allow us to connect homes and businesses to the digital society for generations to come.” 

The project will provide affordable service to the County with a low-income option of 100M/100 Mbps (download/upload) service offering for $29.99 per month. Other households can take advantage of speeds of up to 5/5 Gbps (download/upload) for $139.99 per month. 

The County’s matching funds of $2,436,097 from County Rescue Plan funding and a $7,970,752 investment provided by Frontier, bring the estimated total project cost of $25,382,590.
