Key Measures for Biosciences Industry Still Being Debated as OBBBA Inches Forward

The “One Big Beautiful Bill” currently in Congress includes two critical provisions for the biosciences industry: the Orphan Cures Act and a much-needed fix to R&D amortization rules.

The Orphan Cures Act seeks to address issues from the Inflation Reduction Act, expanding incentives for developing orphan drugs that treat multiple rare diseases. Meanwhile, the R&D amortization fix would allow companies to fully deduct domestic R&D expenses in the year they occur, spurring innovation and investment in research.

The Senate is actively debating amendments to this sweeping legislation, while the House has already passed its version. Final decisions are expected soon as the deadline looms.

MichBio remains committed to advocating for these vital measures and will continue monitoring progress as the bill moves forward. Stay tuned for updates!

Michigan Senate Bill 223 Advances Following Committee Testimony and Vote

Michigan Senate Bill 223, which seeks to mandate additional reporting on animal use in research and formalize post-research adoption processes, recently advanced out of the Senate Natural Resources and Agriculture Committee following a June 17 vote.

MichBio voiced strong opposition during a June 3 hearing, highlighting that the bill introduces redundant requirements already covered under federal regulations and Michigan’s 2023 “Teddy’s Law.” These duplicative mandates could burden research institutions, disrupt ongoing operations, and exacerbate compliance challenges.

While sharing a commitment to animal welfare, MichBio expressed concern that the bill risks harming Michigan’s growing biosciences sector by deterring research investment and stifling innovation. The association continues to engage with lawmakers ahead of the full Senate vote to ensure informed decisions that balance transparency with research integrity and competitiveness.

Stay tuned for updates as SB 223 moves forward.
